Construction Project Billing & WIP — Progress billing, retention, variation orders, subcontractor certification and work-in-progress recognition layered onto Dynamics 365 Finance & Operations project accounting

What we build

  • Schedule of values per contract linked to the project WBS, at the breakdown level you actually bill
  • Applications for payment by percentage complete or measured quantity, calculating gross this period, previously certified and amount now due
  • Client certification recorded separately from the application so claimed-versus-certified variance is visible per line
  • Approved certificates generating project invoice proposals that post through standard F&O project invoicing into ProjInvoiceJour and the customer ledger
  • Retention calculated per certificate at contractual rates, posted to dedicated ledger accounts outside trade receivables
  • Retention register tracking held amounts, release triggers and due dates, with release invoicing for practical completion and final release stages
  • Variation order register covering instruction, pricing, client approval and rejection, with status-driven treatment
  • Approved variations adjusting contract sum, schedule of values and project forecast so cost-to-complete and revenue recognition use revised figures
  • Configurable policy for including or excluding pending variations from the reported position
  • Subcontractor payment certification with assessed value, subcontract retention, back-charges and contra-charges flowing into vendor invoicing
  • WIP and revenue recognition per contract on a cost-to-cost or agreed alternative basis, producing accrued and deferred income postings with financial dimensions
  • Period WIP calculation under the F&O batch framework with retained run history so a prior period position can be reproduced
  • Approval routing for certificates and variations through the standard F&O workflow framework with retained history
  • Data entity support through the data management framework for importing measured quantities and subcontractor assessments captured on site

The problem

Construction billing does not look like any other kind of billing. You bill a percentage of a schedule of values, not an invoice for goods shipped. Part of every certified amount is held back as retention and released in stages, sometimes years later. Variations are instructed on site and priced afterwards, so the contract sum in the system is out of date the moment work starts. Subcontractors submit applications that must be certified, not simply paid, with their own retention and their own back-charges.

Meanwhile finance has to state a position: how much revenue has been earned on each contract, how much has been billed, and what the difference means. Get that wrong and you either report profit you have not earned or hide a loss until the contract closes.

F&O project management and accounting gives you the core — projects, WBS, categories, forecasts, cost postings, on-account invoicing and revenue recognition rules. What it does not give you out of the box is the contracting layer: a schedule of values billed by percentage complete with retention held and released to its own ledger accounts, a variation order register that adjusts contract value and forecast in a controlled way, subcontractor payment certification with retention and back-charges, and a WIP position that a project accountant can explain contract by contract.

What ECOSIRE builds

We build the contracting layer as X++ extensions on top of standard F&O project accounting, no overlayering, deployed through your own LCS pipeline. Standard project structures stay standard — we extend them rather than replace them, so your existing project reporting, cost capture and integration continue to work.

Schedule of values and progress billing

Each contract carries a schedule of values broken down to the level you actually bill at, linked to the project WBS. Applications for payment are raised by entering percentage complete or measured quantity per line, with the system calculating gross this period, previous certified, and amount now due. Certification against the client's assessed value is recorded separately from your application, so the variance between what you claimed and what was certified is visible rather than lost. Approved certificates generate project invoice proposals through standard F&O invoicing, so they post into ProjInvoiceJour and the customer ledger exactly like any other project invoice and reconcile normally.

Retention held and released

Retention is calculated per certificate at contractual percentages, with separate rates and thresholds where your contracts distinguish between practical completion and final release. Held retention posts to its own ledger account rather than sitting inside trade receivables, so the balance sheet says what it means. A retention register tracks every held amount against its contract, its release trigger and its due date, and release generates the corresponding invoice. The same treatment applies in the other direction for retention you hold from subcontractors.

Variation orders

Variations are registered from instruction through pricing to client approval, each with its own status and value. An approved variation adjusts the contract sum, extends the schedule of values and updates the project forecast so cost-to-complete and revenue recognition use the revised figures. Pending variations are tracked separately and can be included or excluded from the reported position depending on your accounting policy — which is a decision your auditors will ask about, so it is configuration rather than a buried assumption. Approval routes through the standard F&O workflow framework.

Subcontractor certification

Subcontractor applications are received against their order or agreement, assessed, and certified for the amount you agree rather than the amount claimed. Certificates carry their own retention, back-charges for materials or plant supplied, and any contra-charges. Certified amounts flow into vendor invoicing so payment runs work normally, while the certification history remains attached to the project for the inevitable dispute.

Work in progress and revenue recognition

WIP is calculated per contract on your chosen basis — cost-to-cost percentage of completion, or another basis agreed during scoping — comparing revenue earned to revenue billed and producing the resulting accrued income or deferred income position. Postings use your ledger setup and carry financial dimensions, so the WIP position analyses by contract, division or region and reconciles to the general ledger. Provision for foreseeable losses is handled explicitly where a forecast shows a contract in loss. Period calculations run under the F&O batch framework, so a month-end WIP run across a large contract portfolio does not block other processing, and each run is retained so a prior period position can be reproduced rather than reconstructed.

Where site teams capture progress away from a desk, measured quantities and subcontractor assessments can be fed in through data entities and the data management framework, or through Power Platform apps where a mobile form is the right answer.

Who this is for

Main contractors, specialist subcontractors, civil engineering firms and fit-out contractors running Dynamics 365 Finance & Operations, billing against schedules of values with retention and variations, and currently managing certificates and WIP in spreadsheets alongside the ERP. It is most valuable where contract volume makes spreadsheet WIP a month-end bottleneck, or where an audit has questioned how revenue recognition figures were derived.

How delivery works

1. Scoping call. We review your real contract forms and current certificates — how your schedules of values are structured, retention terms and release triggers, how variations are instructed and priced, your subcontract certification process, and the WIP basis and accounting policy your auditors expect.

2. Fixed quote. A written scope covering the billing flows, retention treatment, variation process, subcontractor certification and WIP basis included, priced fixed against that scope.

3. Build. Development of the extension model, tables, forms, workflows, posting logic, batch jobs and reporting. Typical lead time is one working week from approval, longer where several contract forms or an unusual WIP basis are in scope.

4. Install in test. Deployment to your sandbox through LCS, then running your live contracts through a full cycle — application, certification, retention, a variation and a period WIP run — so your project accountants verify the numbers against their own workings before production.

5. Production. Deployment in your maintenance window after sign-off, with a documented rollback and an agreed approach for contracts that are mid-flight at cut-over, including opening retention and WIP balances.

6. Support. A support window covering your first full month-end WIP run and first retention release, which is when the real questions surface.

This is not shelf software. Each build reflects the contract structures, retention terms and accounting policy agreed in your scope.

How delivery works

  1. 1

    Scoping call

A short call to confirm the workflow, your platform version and where the integration boundaries sit.

  2. 2

    Fixed quote

You receive a written scope and a fixed price. Nothing is built until you approve it.

  3. 3

    Build and test

We develop against a copy of your configuration and test it there. Typically two to four weeks.

  4. 4

    Install and support

Instalamos en su instancia, le entregamos el código fuente e incluimos dos semanas de soporte tras la puesta en marcha. Los defectos en el código que entregamos se corrigen sin coste.

lo que obtienes

  • A deployable package containing the X++ extension model, built with no overlayering of standard project accounting objects
  • Sandbox deployment via LCS, then production deployment after your sign-off
  • Configured contract types, retention rules, variation workflow, subcontract certification setup and WIP posting profiles
  • A full cycle run on your live contracts in sandbox — application, certification, retention, variation and period WIP — verified against your own workings
  • Documentation covering the billing cycle, retention lifecycle, variation process, WIP basis and the ledger postings each step produces
  • Training for quantity surveyors, project accountants and accounts payable staff on the certification and WIP processes
  • A defined post-go-live support window covering your first month-end WIP run and first retention release

¿Para quién es esto?

Quantity Surveyor

Prepares monthly applications in a spreadsheet, reconciles what was certified against what was claimed by hand, and keeps a separate variation log the finance system knows nothing about. Gets applications, certifications and variations recorded against the contract in F&O, with contract sum and forecast updated as variations are approved.

Project Accountant

Rebuilds the WIP position in a spreadsheet every month end and cannot easily reproduce last quarter's figures when audit asks how they were derived. Gets a per-contract WIP calculation running under the batch framework with retained run history, dimension-aware postings and an explicit loss provision treatment.

Commercial Director

Needs to know which contracts are actually earning and how much cash is tied up in retention across the portfolio, and currently waits for month-end to find out. Gets a retention register with release dates and a contract position showing earned against billed, sourced from the same data finance posts to the ledger.

Preguntas frecuentes

What is the lead time, and can I install anything immediately?
There is nothing to install immediately — this is built to order. After a scoping call reviewing your contract forms and current certificates we issue a fixed quote, then build. Typical lead time is one working week from your approval. Several distinct contract forms, an unusual WIP basis, or a complex mid-flight cut-over can extend that, and the expected timeline is stated in the quote.
Which versions and editions of Dynamics 365 are supported?
This is built for Dynamics 365 Finance and Dynamics 365 Supply Chain Management — the Finance & Operations applications — deployed through LCS, and requires project management and accounting to be in use. It is not a Business Central app. We confirm your exact application and platform build during scoping. The code is extension-model X++ with no overlayering, so service updates do not require code remediation, and we retest against major releases within the support window.
Does this replace F&O project management and accounting?
No. It layers on top of it. Projects, WBS, categories, forecasts, cost postings and project invoicing remain standard, and certificates flow into standard project invoicing so the customer ledger and reporting behave normally. We add the contracting layer standard functionality does not provide: schedule of values billing, retention held and released to dedicated accounts, the variation register, subcontractor certification and contract-level WIP.
Can it handle our specific retention terms?
Retention rates, thresholds, and separate practical completion and final release stages are configuration set per contract or contract type. Where your contracts use terms that do not fit a percentage-and-stage model, we identify that during scoping and either extend the model to cover it within the quoted scope or tell you plainly that it needs a change to your process. We would rather have that conversation before you commit than after.
How is work in progress calculated, and can we choose the basis?
The default basis is cost-to-cost percentage of completion, comparing revenue earned to revenue billed and posting the resulting accrued or deferred income. Alternative bases can be implemented where your accounting policy requires them, agreed during scoping. Provision for foreseeable losses is handled explicitly when a forecast shows a contract in loss. Every period run is retained, so a prior period position can be reproduced rather than reconstructed from memory.
What happens to contracts that are already in progress when we go live?
Cut-over for mid-flight contracts is planned during scoping and rehearsed in sandbox. That covers opening schedule of values positions, previously certified amounts, retention already held, approved and pending variations, and opening WIP balances. We agree an effective date, load the opening positions through data entities, and reconcile them against your existing workings before the first live application is raised.
