Built to order
Selling across EU borders from Dynamics 365 Finance & Operations creates three separate filing obligations that all read the same transaction data and all want it in a different shape.
The One Stop Shop return needs distance sales to consumers split by member state of consumption and by VAT rate, in a single quarterly submission. The EC Sales List needs intra-community supplies of goods and services to VAT-registered businesses, grouped by counterparty VAT number and transaction type, filed monthly or quarterly depending on the country and the threshold. Intrastat needs the physical movement of goods, by commodity code, partner country, transaction nature, transport mode, net mass and supplementary units, filed to each member state in that state's own file layout, under that state's own thresholds, with arrivals and dispatches treated separately.
F&O has Intrastat and EU sales list functionality, but in practice teams still export to spreadsheets. Commodity codes are missing on some released products, statistical values do not reconcile to the ledger, credit notes and returns land in the wrong period, triangulation and call-off stock get handled by hand, and every member state wants a different file. The reconciliation happens in Excel under deadline pressure, and nobody can prove afterwards which transactions produced which line of a submitted return.

Delivered as extension models over the standard Tax and Trade modules using chain-of-command, event handlers and table and form extensions. Nothing standard is overlayered, so One Version updates apply cleanly.
We add a registration register: per legal entity, the member states you are registered in, the scheme you file under, the reporting frequency, the thresholds that apply, and the responsible filer. This drives which reports are due and when, and it drives a due-date calendar so a missed filing surfaces before the deadline rather than after.
A reporting engine reads posted customer invoices, credit notes and free text invoices, determines the member state of consumption from the delivery address and your place-of-supply rules, groups by state and rate, and produces the OSS return with the taxable amount and VAT amount per line. Corrections to prior periods are carried as adjustment lines rather than being folded silently into the current period, so the return reconciles to the ledger and to the prior submission.
Intra-community supplies are collected by counterparty VAT registration number and split by transaction type — goods, services, triangulation — into the layout your filing member state requires. Counterparty VAT numbers are validated in format before a return is generated, and missing or invalid registrations are listed as exceptions with a link to the customer record.
We build the arrival and dispatch collection from posted packing slips, product receipts, invoices and inventory transactions, carrying commodity code, partner country and partner VAT, country of origin, transaction nature, transport mode, delivery terms, net mass, supplementary units, invoice value and statistical value. Output formats are built per member state to the layout that state's authority accepts. Threshold logic is configured per state, per direction, so a country you are below the simplified threshold in is reported at the reduced detail level.
Every reported line traces back to its source voucher. From a return line you open the underlying transactions, and the reconciliation report compares reported amounts to the sales tax transactions and to the ledger by financial dimension, so a variance is found before submission rather than during an audit.
Before a period can be generated, a validation pass reports released products without a commodity code or net weight, customers without a valid VAT registration for an intra-community supply, addresses without a resolvable country, and transactions with no transaction nature. The gate names the record and links to it. This is the step that removes the spreadsheet.
Generation runs on the batch framework per period and per legal entity. Data entities expose commodity codes, transaction natures, registration setup and generated return lines for import and read through the Data management framework and OData, so master data can be loaded in bulk and returns can be handed to a filing agent or a tax engine downstream.
