Which wave applies to you: ZATCA's Phase 2 (Integration) has been enforceable since 1 January 2023, in waves, and ZATCA notifies taxpayers of their wave at least six months in advance, so your own notification sets your date (ZATCA: E-invoicing roll-out phases, checked 2026-10-13). The onboarding steps in this pack are the same for every wave.
Roadmap note: POS Phase 2 (sync-first signing with offline pre-signed-slot fallback) is on the roadmap — it is NOT included in the current release.
Requires: ECOSIRE GCC E-Invoicing | Core Engine ($499). Try both on the live demo at zatca.demo.ecosire.com. Compatible with Odoo 17, 18 and 19.

ZATCA Phase 2 on Odoo: what this module covers
This is a ready-built Odoo module for Saudi ZATCA Phase 2 (the FATOORA Integration Phase) on Odoo 17, 18 and 19, Community or Enterprise. It is the Saudi pack of the ECOSIRE GCC E-Invoicing Core Engine, which is installed first. Check your invoice flows against the scope below before ordering.
What it covers
- Compliance and Production CSID onboarding with ZATCA, across the sandbox, simulation and production environments.
- Clearance of Standard (B2B) invoices and reporting of Simplified (B2C) invoices, with the subtype chosen from the buyer’s VAT registration.
- BR-KSA validation before submission, the Previous Invoice Hash (PIH) chain per EGS device, and the ZATCA QR code.
- Bilingual Arabic and English invoice PDFs for Standard, Simplified, credit and debit documents, and a migration wizard from Odoo’s own l10n_sa_edi.
What it does not cover
- Point of Sale: POS Phase 2 is on the module’s roadmap and is not part of the current release, which covers Accounting invoices and credit and debit notes.
- The core engine: the ECOSIRE GCC E-Invoicing Core Engine is a required module with its own listing.
- Your ZATCA registration: you onboard with your own FATOORA portal account and its one-time password, and ZATCA, not the module, assigns your wave.
- Tax advice: the module applies the VAT setup you configure; it does not decide how your supplies are taxed.
Key facts, with sources
- Phase 1 (Generation) has applied since 4 December 2021 to all taxpayers except non-resident taxpayers: tax invoices and notes must be generated and stored with a compliant electronic solution. ZATCA: E-invoicing roll-out phases
- Phase 2 (Integration) has been enforced since 1 January 2023, in waves by taxpayer group. ZATCA notifies each group of its integration date at least six months in advance, so your own notification sets your date. ZATCA: E-invoicing roll-out phases
- Standard tax invoices (B2B) follow the clearance model: the seller submits them for clearance before providing them to the buyer, and they are valid only once ZATCA has cleared them. Simplified tax invoices (B2C) follow the reporting model: the seller submits them within 24 hours of the transaction being completed. ZATCA: E-invoicing Detailed Technical Guidelines (v2), sections 1.1, 4.3.1 and 4.3.2

Bring these details to the scope review
- Confirm your Odoo version (17, 18 or 19), edition and hosting, and whether Odoo’s own l10n_sa_edi is already in use; the migration wizard can migrate from it or run alongside it.
- Complete the seller data for each issuing company: 15-digit VAT number, Commercial Registration number, full registered address and Arabic legal name, plus the branch for each EGS unit.
- List your invoice flows: Standard and Simplified invoices, credit and debit notes, multi-branch or multi-cashier issuing, and any Point of Sale volume, which this release does not cover.
Agree what acceptance will prove
Rehearse in ZATCA’s simulation environment before switching to production: clear a Standard invoice, report a Simplified invoice, issue a credit note against each, and correct and retry a rejected document without breaking the PIH chain or creating a duplicate submission. Reconcile the audit log against the documents you posted.
Does it run on Odoo Community as well as Enterprise?
Yes. The module lists Odoo 17, 18 and 19 on Community or Enterprise. It depends on the ECOSIRE GCC E-Invoicing Core Engine and on Odoo’s Saudi localisation (l10n_sa).
Is Point of Sale included?
Not in the current release. POS Phase 2 is on the roadmap; the release covers invoices and credit and debit notes in Accounting. For POS receipts today, scope the build-to-order POS module linked below.
Which ZATCA wave applies to us?
ZATCA assigns waves by taxpayer group and notifies each group at least six months before its integration date. Use your own notification and ZATCA’s roll-out page; the onboarding steps in the module are the same for every wave.
